Snacks for owls
Ron used these treats to shut up Pigwidgeon - on which the owl nearly choked (GF10). He also used it to pacify both Pigwidgeon and Hedwig, when they could not fly out of Grimmauld Place (OP6).

Etymology
The word is used in the American English version here: a sweet, biscuit, or other item of sweet food (Oxford Dictionary).
Notes
Treats for dogs and cats are very common. It is likely Rowling used these as an example. They are often small-sizes snacks, but as Pigwidgeon is small-sized as well, it isn't surprising the owl choes on them anyway.
