Many witches and wizards are Muggle-born. A foul, nasty name for Muggle-born is Mudblood (lit. "dirty blood"), but that's not a term used in polite company (CS7).
When Voldemort took control of the Ministry through his "puppet" Minister Pius Thicknesse, the Muggle-born Registration Commission was set up (DH13). It was headed by the cruel and prejudiced ex-High Inquisitor of Hogwarts, Dolores Umbridge. Along with a Death Eater named Yaxley, Umbridge held hearings for Muggle-born witches and wizards, insinuating that they somehow "stole" their magical ability because their parents were Muggles (DH13). Harry, Ron, and Hermione managed to disrupt a hearing and rescue many Muggleborns being held at the Ministry.
