Rowling's statements about the ages of the older Weasley children seem inconsistent. However, careful analysis (see the essay by Philip Legge) determines that the only way for the dates given to make sense is if Charlie left Hogwarts in his sixth year to go study dragons in Romania. The Lexicon uses this logic to determine dates for Bill and Charlie, since it is the only way for all Rowling's statements to make sense.
