He chooses Percy, a member of a solid wizarding family, in order to stay aware of what was going on in the magical world and perhaps hear word of his former master, Voldemort. Not to mention the fact that there was plenty of good food and places to hide at the Burrow.
Timeline Notes
We don't know exactly when or how Pettigrew managed to insinuate himself into the Weasley household. All we can say for sure is that it happened after Pettigrew's confrontation with Sirius Black in early November of 1981(Percy would have been five years old at that time), and when Ron started Hogwarts in 1991.
