curse-to-kill policy

Curse-to-kill policy refers to a former MACUSA security measure that called for killing any magical creatures one encountered (Pm).

In 1927, the Protective Order on Thunderbirds exempted Thunderbirds from this policy. Later, an expansion of this order protected all magical creatures (Pm).
