Switzerland remained neutral territory during both World Wars and was never invaded by the Germans. Therefore it became a haven to those on the run from both sides, as well as the location of much espionage.
While MACUSA President Seraphina Picquery chastised the Swiss Envoy for failing to capture Grindelwald, the canon location of The Chateau battle is simply listed as "somewhere in Europe" (WFT). Therefore, the Chateau could have been in Germany, Austria, France or some other European country where bad things were happening during the rise of the Third Reich (WFT). The capture of Grindelwald was clearly of international interest, so it's possible that he merely passed through Switzerland and evaded capture before coming to the United States.
