The Committee was founded by Balfour Blane, who lived in the late 1500s-early 1600s (FW).
It dealt with Mortlake's "odd ferrets" captured in one of the many raids Mr Weasley was involved in during a particularly busy night (CS3).
The Committee is located in the Ministry of Magic, although we are not sure exactly where. A Ministry witch outside Umbridge's office thought Harry's Decoy Detonator had escaped from the Committee's office, as they had previously lost a similar charmed duck (DH13).
The Committee on Experimental Charms is also one of the multiple choice possible answers for two questions in the W.O.M.B.A.T. tests (JKR-W1, JKR-W2).
